In DUI law a good question to ask is, when is a driver "seized?"  According to the law it doesn't take much for the person to be seized.  A seizure occurs when an officer shows any authority or force even if it amounts to a demand to talk.  State v. Thompson, 93 Wn. 2d 838 (1990)  A seizure occurs when an officer has even relatively casual contact).  State v. Seiler, 95 Wn.2d 43 (1980)  A seizure occurs when an officer shows any authority or force even if it amounts to a demand to talk.  State v. Ellwood, 52 Wn. App. 70 (1988)
