On June 10th in Mukilteo, a Mukilteo police officer stopped a vehicle for several traffic violations, and the driver appeared intoxicated.  The driver refused to do standard field sobriety tests. The officer arrested the driver and he also refused to give a breath sample.  His vehicle was impounded.  The officer cited the driver and released him to a friend.

On June 7th in Mukilteo, Mukilteo Police Officers responded to the above area regarding a hit-and-run collision.  The victim was following the suspect vehicle southbound from the above location. The suspect vehicle was running red lights, and as they neared Highway 99, he turned around and headed northbound on SR-525 back toward Mukilteo.  Officers located the vehicle northbound on SR-525 at the 11700 block at a very high rate of speed.  Officers caught up with the suspect and pulled him over at Russell Road.  The driver was contacted and arrested for an attended hit and run, driving under the influence, reckless driving, third degree DWLS (driving with license suspended) and several infractions.  He was checked at Providence Hospital Pacific Campus and transported to the Jail for the BAC test with a result of .25.  After the test, he was booked on the criminal charges.

On June 7th in Mukilteo at the corner of SR-525 & Paine Field Blvd, a Mukilteo Police Officer responded to a blocking disabled vehicle at the above location. Officers found that both driver side tires were shredded and the wheels were broken. The driver could not explain what had happened. The driver failed standard field sobriety tests and was arrested for driving under the influence. He was processed and provided .15 samples of breath. The driver was booked and his vehicle was towed by his request to a dealership in Everett. It was later determined that the tires had been flattened by striking the center median curb in the 11600 block of Harbour Pointe Boulevard.

On July 1st in Anacortes a 59-year-old Anacortes man was arrested on charges of DUI, driving with a suspended license and failure to yield to a police vehicle after an officer attempted to stop the car he was driving for speeding around 3:14 a.m. The officer saw the car speeding on westbound Highway 20 and radar confirmed the car was going 68 mph.

When the officer tried to stop the car, the driver continued driving despite the officer activating emergency lights and siren. The car eventually pulled into a driveway in the 3400 block of M Avenue. The officer saw the driver display signs of intoxication and arrested him. The man was taken to the station for a breath test but he refused. He was booked into Skagit County Jail.

The officer stopped the vehicle and noted the driver appeared to be intoxicated. After failing voluntary field sobriety tests, the man was arrested and was taken to the station for a breath test.

On June 18 in Anacortes a 58-year-old Anacortes man was arrested on charges of DUI, resisting arrest and driving without a valid driver's license around 2:15 a.m. An officer on routine patrol spotted the man going westbound in the 2800 block of Oakes Avenue at 42 mph in the 30 mph zone. After stopping the car and contacting the driver, the officer realized the man appeared to be highly impaired. The man refused voluntary field sobriety tests and reportedly resisted arrest. He refused a breath test and was booked into Skagit County Jail where he continued to be uncooperative.

On June 17th in Anacortes an Anacortes police officer on routine patrol spotted a vehicle going 50 mph in the 2900 block of Commercial Avenue around 12:29 a.m. The officer stopped the car and identified the driver as a 24-year-old Anacortes man. The man reportedly showed signs of intoxication and had an open container of beer in the car.

The driver failed physical sobriety tests and was arrested and turned over to a State Patrol trooper for processing.

On July 2nd in Anacortes a 61-year-old Anacortes man was arrested on a charge of DUI after police received a report he drove over some lawns and landscaping in the 1600 block of 10th Street around 8:14 p.m. Officers found the man standing in a garage. He appeared to be under the influence of alcohol and reportedly told officers he was a little drunk and had driven to his ex-wife's home.

He failed physical sobriety tests and was arrested. He was taken to the station for a breath test, which was more than three times the legal limit.

On July 2nd in Anacortes an Anacortes police officer stopped a car in the 1500 block of Commercial Avenue to warn the driver about a burned out headlight around 2:47 a.m. The officer contacted the driver, a 31-year-old Anacortes man, who showed signs of intoxication. He failed sobriety tests and told officers he did not have a valid license. Officers noted there was an infant in the car and an 8-year-old boy.

The children's mother was also in the car and had been drinking. The driver was arrested on charges of DUI, driving with a suspended license and reckless endangerment. A family member was called to get the woman and children.

BURLINGTON — A male driver and his female passenger were injured early this morning after the man drove a 1995 Chevrolet Corsica off the road, through a gravel parking lot and a farm field, ultimately crashing into a dirt wall, the State Patrol reported.

The crash occurred around 1 a.m. today in the vicinity of the Cook Road-Gardner Road intersection north of the city. Both the driver, a 46-year-old Lyman man, and the passenger, a 47-year-old Sedro-Woolley woman, were admitted to Skagit Valley Hospital. They were both in satisfactory condition late Saturday morning, a hospital spokeswoman said.

Four men from Mount Vernon were injured Tuesday evening after the driver of a 1998 Mustang lost control of the vehicle east of Mount Vernon.

The car, carrying men ages 18 to 21, was speeding north on Highway 9 near Big Rock about 6:34 p.m. when it turned a corner and skidded on wet pavement, the State Patrol said. It slid into southbound lanes and struck a pole on the west side of the road, according to a statement from the State Patrol.

Two of the passengers were not wearing seat belts and were ejected from the car, Trooper Keith Leary said.

The four men were taken to Skagit Valley Hospital for treatment of their injuries.

The driver admitted to being under the influence of alcohol, according to the State Patrol, and vehicular assault charges may be recommended pending the results of a toxicology test.

King Snohomish County DUI Lawyer:  New law places 12-hour mandatory hold on DUI vehicles

OLYMPIA, Wash. - A new law takes effect at midnight Thursday requiring vehicles driven by DUI suspects to be towed away and, with few exceptions, to be placed on a mandatory 12-hour hold at the towing company.
Under the new law, officers will no longer have the discretion to let a sober friend take over the wheel, or a family member pick up the vehicle at roadside, said State Patrol Chief John R. Batiste.
"This is about making sure that impaired drivers don't return to their cars and drive again before they've sobered up," Batiste said. "This isn't about trying to punish someone for driving drunk. If they're found guilty that will become the court's job."
The 2011 Legislature passed the law after realizing that police were in a no-win situation.
Many jurisdictions lack jail space in which to book those arrested for drunk driving. After processing, arrested persons are typically released to a responsible adult or allowed to take a taxi home.
But the courts wouldn't allow officers to impound vehicles without considering alternatives to impound or having the driver's permission.
"It was the classic case of being between a rock and a hard place," Batiste said. "We had someone whose judgment we knew was impaired, but we couldn't lock them up, and we couldn't secure their vehicle."
The issue came to a head in 2007, when an impaired driver returned to her vehicle, drove before sobering up and caused a collision. The person she hit was seriously injured, and won a nearly $5 million judgment against Whatcom County and the State Patrol.
Under the new law, vehicles driven by those arrested for DUI will be towed and held for 12 hours. There are three exceptions that would allow someone to reclaim the car before the 12 hours are up:
• If the vehicle is owned by someone other than the arrested person, such as a business owner, the owner may reclaim the car at the tow lot.
• A registered co-owner may go to the tow company and redeem the vehicle.
• Commercial or farm transport vehicles reclaimed by a legal owner who is not the arrested suspect are the only types that can be released at the site of the arrest.
Nearly 40,000 impaired drivers are arrested every year in Washington state.

If you need any more reasons not to drink and drive, consider this: A driving-under-the-influence conviction is a financial wrecking ball. A typical DUI costs about $10,000 by the time you pay bail, fines, fees and insurance, even if you didn't hit anything or hurt anybody.

The penalties are intended to discourage the behavior. Alcohol played a role in nearly 32% of U.S. automobile fatalities in 2009, the latest year for which figures are available. That's 10,839 deaths, according to the National Highway Traffic Safety Administration. An average of one alcohol-impaired-driving fatality occurred every 48 minutes in 2009.

So states are cracking down. The last of the 50 states have lowered their thresholds for DUI to 0.08% blood-alcohol content. Police arrested more than 1.4 million people in 2009 for driving under alcohol's grip, the FBI says.

But forget for a moment the humiliation and hassle. Forget the toll on lives. Just look at what a DUI does to your wallet:

Bail. You'll have to shell out bail to get released after your arrest. Cost: $150-$2,500 (using a bonding company is what raises the cost).

(Costs shown in this article are for first-time DUI offenders. Costs and penalties are often more severe if you're a repeat offender or your blood-alcohol content is above 0.15%.)

Towing. When you're arrested, your car gets towed. In some places, retrieving it costs only $100 or so. But Chicago, sensing a moneymaking opportunity, ensures it really hurts: The city charges about $1,200 for the first 24 hours and $50 for each additional day of storage, says Chicago DUI defense attorney Harold Wallin. If you can't afford to get your car after 30 days, the city auctions it off and then comes after you with a civil judgment for the impoundment bill, if the sale of the car didn't cover the fees. Some cities around Chicago are doing the same, Wallin says. Cost: $100-$1,200.

Cars: Lease or buy

"If you get a DUI conviction, it will likely affect your insurance rates for (at least) the next three to five years," says Carole Walker, the executive director of the Rocky Mountain Insurance Information Association.

How much? "They could double, triple, even quadruple," Walker says. Some companies such as State Farm Insurance will move you to a portion of the company that handles higher-risk policies.

But "some insurance companies will drop you even upon arrest, regardless of conviction," says Steven Oberman, a Knoxville, Tenn., DUI attorney who is the co-author of a national treatise on drunken-driving defense. And if your policy isn't renewed, you'll have to try to find insurance someplace else or see whether your state has an assigned-risk pool. Either way, you'll pay for it. For example: Illinois estimates that the high-risk insurance costs an additional $1,500 a year for three years, on average.

Why three years? Most insurance companies look at records for at least three years and sometimes for five years, Walker says. To begin rebuilding your reputation in an insurer's eyes, you have to keep your nose completely clean -- no speeding tickets or other traffic citations.

But the financial impact of that DUI doesn't end after three years: You'll likely have to go as many as five more years, incident-free, to get back to the "preferred" status with the lowest premiums that you perhaps once enjoyed. In short, "it can be up to eight years afterward" that the DUI can affect you, Walker says. Ouch. Cost: $4,500 or more.

Legal fees. Attorneys might charge as little as $250 to enter a quick guilty plea. But with so much at stake, many people accused of DUI fight the charge. That's when things start to add up.

Attorney Oberman says legal representation to contest the criminal charge can cost anywhere from $2,500 to $25,000, depending on the rigor and complexity of the defense. But that's not the only expense. Oberman says a vigorous defense sometimes requires hiring an investigator ($1,000 to $3,000) to interview witnesses, transcribe the police video and try to uncover evidence to discredit the arresting officer's testimony. There may be a need for expert witnesses who can testify about the accuracy, or lack thereof, of field sobriety tests ($3,000 and up). Usually, attorney Wallin says, fees are $2,000 to $3,000 for a trial on a first-offense case, although they can climb to $7,500 or more with some lawyers. Oberman says trial costs can be closer to $20,000. Cost: $2,000-$25,000.

Fines. Fines and court fees for breaking the law vary by state, from a minimum of $600 in Colorado and $685 in Washington to as much as $1,200 in Illinois. "The fines have gone up dramatically over the last few years in Illinois," says Wallin. "A few years ago in Chicago, the typical DUI fine was about $300 on the first offense. And now it's $900 to $1,200." Cost: $300-$1,200.

Alcohol evaluation. An evaluation is usually required of anyone who is sentenced for drunken driving. Cost: $250 in Illinois, for example.

Alcohol education and treatment. If you're convicted, you usually have to undergo an education or treatment program, especially if you want to get your license again. Treatment can vary hugely in scope and extent. Cost: $150-$2,000 for basic treatment.

Alcohol-monitoring leg bracelet. Scram devices, like that worn by actress Lindsay Lohan, which measure the alcohol content in your perspiration, are becoming more commonplace, Oberman says. Cost: about $100 to install and about $10 per day, or $300 per month.

License reinstatement fees. Once a driver has shown, by completing courses and treatment, that he deserves his license back, the state charges him for the reissue. Cost: $95-$250.

Additional fees. Colorado, for example, will slap you with myriad other fees:

·                     $10-$50 jail filing fee.

·                     $78 Victim Assistance Fund payment.

·                     $33 Victim Compensation Fund payment.

·                     $90 for the Law Enforcement Assistance Fund.

·                     $15 Brain Injury surcharge.

·                     $25 Victim Impact Panel assessment.

If you had been particularly drunk, a judge might order that an ignition lock be placed on your car to test your breath and prevent the vehicle from starting if you're intoxicated. In Tennessee, for example, this costs $75 a month, plus an installation fee. In Illinois, it's closer to $1,290, says attorney Wallin. Cost: $325 and up.

Finally, there are several other costs that you need to remember:

·                     Life insurance premiums can rise. With a DUI arrest or conviction, you could see an increase in your life insurance bills, because insurers may ask if your license has ever been suspended.

·                     Lost time means lost pay. People who get DUIs report missing a lot of work (and therefore losing a lot of income) dealing with their mistake, as a result of court dates, community service and sometimes a jail sentence. That doesn't even count the lost free time.

·                     Lose the license, maybe lose the job. For many people who drive to and from work -- not to mention those who drive as part of their work -- losing a license can be devastating. And here's a shocker: In several states, including Washington, your license may be suspended for 90 days simply upon your arrest for DUI, regardless of whether you end up being convicted. If you're convicted, your license can be revoked for a year, or even longer in some states, until you complete all the court's requirements and pay all fines.

·                     No drunks wanted in the cockpit or the ER. If you're a doctor, stockbroker, airline pilot, lawyer or nurse, a DUI conviction could affect the status of your professional license, Oberman said.

·                     It's not good for the résumé. A DUI lingers on your criminal record for employers to see if they do a background check, harming your future job prospects. In Washington state, a DUI conviction stays on your driving record for 15 years, and an employer can ask for and receive that information. And a deferred prosecution, in which you're not convicted, stays on your record forever.

Adding it up

So in the end, how much does a DUI cost?

The Stop-DWI Office in Erie County, N.Y., estimates that a drunken-driving conviction there costs $9,500 -- if the DUI did not result in any accident or injuries. Colorado estimates $10,270.

Illinois' secretary of state pegs the amount closer to $12,100, but says the figure would be more than $16,000, on average, if people counted the lost income from all the hassles.

Any way you slice it, it's a pricey mistake.

But the biggest thing that you lose isn't money, Oberman says. "The biggest thing here is the stigma that you get. Everybody looks at you and says, 'Yeah, he's the drunk driver.' And the stigma doesn't have a financial cost. But the stigma does have both a social cost and an employment cost."

We've pressed the city of Lynnwood to provide hard data about the reported safety benefits of traffic-enforcement cameras. Until now, we've received only national statistics cranked out by traffic-camera boosters and budget figures documenting the multimillion-dollar boon cameras have become to Lynnwood's bottom line.

Recently Lynnwood provided its best -- and as near as we can tell only -- analysis of accident data at intersections where cameras are used to issue red-light tickets.

The verdict? There isn't enough information to reach a conclusion on safety, according to Lynnwood police Cmdr. Chuck Steichen, who oversaw the analysis.

"It is difficult to say what the long-term effect of the systems will be given the limited trending data that we have," he said.

Steichen examined accidents at eight intersections where cameras have been installed. In all but one case, the analysis compared two years before and two years after.

The city's numbers suggest 17 fewer collisions at the intersections with cameras. Of the 183 after-camera crashes, 14 fewer involved some sort of injury.

But the same data show crashes were up or stayed the same at about half the intersections studied. Similar uneven results were seen for injury accidents.

Bottom line: It's premature for anyone to say red-light cameras have caused an outbreak of traffic safety in Lynnwood.

Seattle King County DUI Attorney:  SPD Officer Seriously Injured After Crashing Into Light Pole

SEATTLE -- A Seattle Police officer was seriously injured after swerving crashing into a light pole early Sunday morning.

The Seattle Police Department said one of its officers was working on DUI emphasis patrol heading to the East Precinct on a back-up call at about 12:30 a.m.

The officer was driving at the intersection of 4th Avenue and University Street when he swerved to avoid hitting a taxi cab, crashing into a light pole.

The officer was taken to Harborview Medical Center with serious injuries.

Traffic collision investigators were called to the scene of the crash. Police continue to investigate the incident.

Bothell King County DUI Attorney:  Man Leads Police On 30 Mile High-Speed Chase

BOTHELL, Wash. -- A 29-year-old Bothell man led police on a chase through Snohomish and King Counties early Wednesday, the Washington State Patrol reported.

The pursuit started just after midnight on Interstate 5 in Snohomish County, WSP spokesman Keith Leary said.

A trooper observed the man driving "in a manner that appeared to be that of an impaired driver," said Leary.

When the trooper attempted to stop the driver, the driver sped up and tried to elude police on southbound I-5 in Lynnwood.

The driver then went south on Interstate 405 to State Route 520 in King County. He then went north on I-405 where he was stopped by troopers using a PIT maneuver and spike strips near Northeast 195th Street in Bothell, Leary said.

His speeds were upwards of 100 miles per hour, and the pursuit lasted about 30 miles, said Leary.

The driver was taken into custody without incident.

Local law enforcement officials warned drivers this week that extra DUI patrols will be on the road in Island County from June 24 through July 4.

Skagit County authorities are also taking part in the added emphasis patrols, which will be paid for by a grant funded by the Washington Traffic Safety Commission and supported by the Skagit County Traffic Safety Task Force.

Anacortes Skagit County DUI Attorney:  Florida man gets juiced for Anacortes DUI

On June 16th an Anacortes police officer on routine patrol spotted a vehicle making a left hand turn from O Avenue onto the westbound lane of 12th Street in Anacortes in violation of the right hand only signage around 2:18 a.m. The vehicle then accelerated to more than 50 mph in the 30 mph zone. The officer stopped the driver and identified him as a 36-year-old Florida man. The man failed voluntary field sobriety tests, was arrested on a charge of DUI and taken to the Police Department for a breath test. He was cited on a charge of DUI and released on his promise to appear in court.

On June 19th a 26-year-old Woodinville man was arrested on a charge of DUI after an Anacortes police officer stopped him for talking on his cell phone, speeding and other violations around 1:38 a.m. The car reportedly pulled from the curb in the 300 block of Commercial Avenue in Anacortes without signaling, turned onto Third Street without signaling and sped down O Avenue. The Anacortes police officer caught up with the car and stopped it at 12th Street and O Avenue. The obviously intoxicated man refused voluntary field sobriety tests, and was arrested and taken to the station for a breath test. He refused to take the breath test and now faces a driver's license suspension as well.
