The advocates of the DRE process believe that the program is designed to be systematic because it is based on a set of observable signs and symptoms that are known, according to the program, to be reliable indicators of drug impairment.  The idea of the DRE evaluation is that a conclusion of drug impairment is not based on one particular element but instead on the totality of facts that emerge from the evaluation.  Like the SFST program from NHTSA, the DRE evaluation is standardized because it is supposed to be conducted the same way, by every drug recognition expert, for every suspect whenever possible. Standardization, in theory, is important because it makes the officers better observers, helps to avoid errors, and promotes professionalism. Naturally this assumes that every DRE is done in exact accordance with the protocol outlined below. The DRE process is also being utilized by law enforcement in Canada and Australia, in addition to the United States.

Arguments against validating drug recognition experts are many and begin with the simple fact that DREs are not medically trained professionals and therefore cannot render a judgment of an individual’s impairment based on the criterion provided. Further, the DRE program is usually taught by other law enforcement personnel and not by medical professionals.
